
MANUFACTURING SUMMIT 2022
Shaping the Future of Philippine Industries: The Road to Resiliency Through Innovation
The Manufacturing Summit is an annual gathering of stakeholders from the public and private sectors across the country to take stock of the recent performance of the manufacturing sector, discuss recent developments and current concerns, and consider ways to address them. The Summit is conducted consistent with the implementation of the Inclusive Innovation Industrial Strategy (i3S), which focuses on building competitive and innovative industries in the country and strengthening their linkages in regional production networks and global value chains.
This year, the Summit will present the country’s industrialization journey and adoption of digital transformation; provide an overview of all the policies adopted, and the gains achieved by the outgoing administration; discuss efforts to intensify utilization of innovative technologies to promote resilient industries; and solicit the views of the stakeholders on the possible ways forward for the effective implementation of the aforesaid laws for the benefit of all.

Keynote Speakers

Ramon Lopez is the Secretary of the Department of Trade and Industry (DTI), who served for six years under the Duterte Administration. He chairs several institutions under DTI such as the Board of Investments (BOI), the Intellectual Property Office of the Philippines (IPOPHL), the Small Business Corporation (SB Corp.), the Philippine Economic Zone Authority (PEZA), and the Technical Education and Skills Development Authority (TESDA), among others. He earned his Bachelor’s Degree in Economics from the University of the Philippines and topped his Master’s Degree in Development Economics class at Williams College, Massachusetts. He is an advocate of the MSMEs, in general, and of free entrepreneurship education, in particular, and has a solid background on macroeconomic and industry development.

Dr. Rafaelita “Fita” Aldaba is Undersecretary for Competitiveness and Innovation of the Department of Trade and Industry (DTI) and serves as a member of the Board of Governors of the Philippine Board of Investments (BOI). She fulfills a key role in the formulation and implementation of the Inclusive Innovation Industrial Strategy (I3S), which puts innovation at the heart of the country’s new industrial policy by leading DTI’s initiatives in preparing industries for the Fourth Industrial Revolution and advancing the digital transformation of MSMEs and large enterprises, establishing Regional Inclusive Innovation Centers (RIICs), developing the country’s creative industries, and growing a robust startup ecosystem in the country.

DDG Sarmiento is currently responsible for the management of offices under TESD Operations Cluster as follows: Certification Office, Regional Operations Management Office, Public Information Division, Human Resource Development Institute, WorldSkills Philippines and National Language Skills Institute. She started her career in the Philippine National Police (PNP) as a Forensic Chemist. She was then designated as the Director of Police Community Relations Group, and later as the Director of the Directorate for Police Community relations, where she got the rank of Police Director (Police Major General), a 2-star rank position, the first female third-level officer of the PNP to receive and hold such rank. She was a recipient of various awards and recognitions from the PNP and civilian institutions. One of the most notable part of DDG Sarmiento’s government service was that, few months before her compulsory retirement in 2014, she was appointed as the Chairperson of the Human Rights Victims’ Claims Board (HRVCB), which provided reparation and recognition to the victims and/or families of victims of martial law, pursuant to RA 10368.
DDG Sarmiento is a holder of bachelor’s degree in Chemistry and further pursued a degree in law.

Session 1

Dr. Rosemarie Edillon is presently the Undersecretary for National Development Policy and Planning at the National Economic and Development Authority (NEDA). She holds a PhD in Economics from La Trobe University in Australia, an MA degree in Economics from the University of the Philippines (UP) School of Economics and an MS degree in Statistics from the UP School of Statistics. She is also a 2019 Presidential Gawad CES Awardee. She has major responsibilities in shepherding the formulation of the Philippine Development Plan (PDP), and is in charge of providing technical advice on policy issues to both the legislative and executive branches of government, especially the committees of the NEDA Board. She is currently a member and chairperson of several committees in NEDA, interagency economic committees, and other technical groups under the National Task Force against COVID-19. She was formerly the Chair of the Macroeconomics Committee of the UNESCAP and the Vice-Chair of the Economic Committee of the APEC.

Atty. Patrick Aquino is currently the Director of the Energy Utilization Management Bureau (EUMB) under the Philippine Department of Energy (DOE). A Career Executive Service Officer (CESO) Rank Ill, he has served in various capacities in the DOE from the Office of the Secretary, Information Technology Management Service (ITiviS), and Energy Policy and Planning Bureau (EPPB). With the passage of the Energy Efficiency and Conservation (EE&C) Act in 2019, after more than three decades of its initial draft in 1988 — flow Director Aquino with the support of the DOE, stands at the forefront of the implementation of EE&C in the country.

Director Sandra Marie Recolizado rose from the ranks from being an Investment Specialist when she joined the Board of Investments (BOI) in 1993 to her current post to date as the Director of the Investment Policy and Planning Service. Our speaker holds a degree in BS Business Administration from University of the Philippines and Master’s Degree in Global Management and Development from the University of Antwerp, Belgium.

Dr. Rowena Cristina Guevara is presently the Undersecretary for Research and Development of the Department of Science and Technology (DOST). As Undersecretary for R&D, Dr. Guevara supervises 4 DOST Councils, 7 DOST Research and Development Institutes, and the Technology Application and Promotion Institute (TAPI). Further, Dr. Guevara oversees the management of the DOST R&D funds, bilateral and multilateral linkages and the DOST Special Projects Division, which provides technical and administrative support to DOST in the management of DOST-Grants-In-Aid (DOST-GIA) Program; and, leads the DOST Science for Change (S4C) Program.

Grace Baldoza is the Division Chief of the Department of Labor and Employment – Bureau of Local Employment’s Labor Market Information, Research, and Career Guidance Advocacy Division, the team that leads the collection, analysis and dissemination of data and information relative to the functioning of the labor market for various end-users such as policymakers and jobseekers. Ms. Baldoza’s team also currently serves as the secretariat of the National Employment Recovery Strategy (NERS) Task Force and has also led the national implementation of the DOLE Adjustment Measures Programs including the COVID-19 Adjustment Measures Program (CAMP) for formal sector workers affected by the COVID-19 pandemic.

Session 1

Ferdinand Raquelsantos is currently the chairman of the E-Vehicle Association of the Philippines. He has been representing the Electric Vehicle Association of the Philippines and is involved in different government projects under the Motor Vehicle Development Program and was also a delegate to several International APEC Forums. He has been in the manufacturing industry and has been active in production processes and remains committed to the automotive industry and other businesses that involve Systems Design and Motor Vehicle Development, specifically in the area of Electric Vehicles. He holds a degree in Management and Industrial Engineering at the Mapua Institute of Technology.

Dr. Marites Tiongco served as Dean of the School of Economics from May 2015 to September 2021 and is currently a full-time professor of the De La Salle University. She is also a current member of the Board of Trustees of the Philippine Economic Society. Prior to joining DLSU, she served as a Research Fellow of the Markets, Trade and Institutions Division of the International Food Policy Research in Washington, D.C., USA. She has published over 40 articles and one of her papers earned for her the 2018 Outstanding Scientific Awardee by the National Academy of Science and Technology (NAST). Her passion for research that matters to society gave her the opportunity to provide technical assistance to development agencies such as the Bill and Melinda Gates Foundation, the World Bank (WB), the Asian Development Bank (ADB), the United Nations International Children’s Emergency Fund (UNICEF), the Department of Science and Technology-Philippine Council for Health Research and Development (DOST-PCHRD, and the National Economic and Development Authority (NEDA). She holds a PhD Degree in Agricultural Economics and a Bachelor’s Degree in Applied Mathematics both from the University of the Philippines at Los Baños, Laguna.

Roberto Batungbacal is currently the Philippine Country Manager of Dow, the world’s leading material science company. He authors an advocacy website called “Philippine Manufacturing Revisited” to raise awareness on the strategic importance of manufacturing in the Philippines. He held various Asia Pacific regional positions in Dow, such as Commercial Excellence Leader, Marketing Manager, Sales Director for Southeast Asia, Australia & New Zealand and Co-Chair of Dow’s Global African Affinity Network. As a US-trained and Certified Six Sigma Blackbelt, he led projects in the US, Canada, Spain, Japan and China. He earned his Bachelor of Science degree in Chemical Engineering from the University of the Philippines, Diliman, and an Executive Master of Business Administration from the Asian Institute of Management.

Mr. Kelly Bird is currently the Country Director for the Philippines in ADB. Prior to this assignment, he was Director of the Public Management, Financial Sector and Trade Division in the Southeast Asia Department of the Asian Development Bank. Prior to joining the ADB in 2006, he worked as part of a USAID-funded project with the Indonesian government from 1999 to 2005, and in 2006 as a consultant on trade policy with the World Bank in Jakarta. He graduated with a PhD in Economics from the Australian National University in 1999. He has published several papers in international journals including Applied Economic Letters, Bulletin of Indonesian Studies, Journal of Development Studies, Oxford Development Studies, Southeast Asian Affairs, World Economy, and World Development.

John Avrett is an Economic Officer at the U.S. Embassy in Manila. As head of the Embassy Economic Section’s Trade Unit, John leads local U.S. government efforts to strengthen bilateral trade and investment ties between the United States and the Philippines. John’s previous diplomatic assignments include as a Political Officer at the U.S. Embassy in Amman, Jordan and Vice Consul at the U.S. Consulate General in São Paulo, Brazil; he speaks Arabic and Portuguese. A former U.S. Air Force Officer, John has a B.S. in electrical engineering from the United States Air Force Academy, and an M.S. in electrical engineering from the Air Force Institute of Technology. John’s engineering research has focused on making the military—and other expeditionary organizations—more resilient through the use of renewable energy technologies.

Dr. Chris Monterola is the Head of the Institute’s Aboitiz School of Innovation, Technology, and Entrepreneurship (ASITE) and the Executive Managing Director of the Analytics, Computing, and Complex Systems (ACCeSs) Laboratory at the Asian Institute of Management (AIM). Dr. Chris is also a Digital Transformation Adviser for a number of multinational companies and government organizations such as the Department of Trade and Industry (DTI), where he served as lead consultant in crafting the National AI Roadmap. Under his belt are various accolades given by both national and international bodies. Among the most notable was the conferment of the rank of Academician by the National Academy of Science and Technology, Philippines.

Earl Qua is the incumbent President of EAPI. Among the concurrent high-ranking corporate positions that he is presently holding are the following: Co-Founder, Chief Operating Officer VOXP Technologies Inc., Pasig City; Member of the Board of Directors of the Communigate Technologies, Inc. (CTI) and the Domingo AI Research Center (DARC) Laboratory; and, Vice President of IONICS-EMS, INC., Laguna, Philippines & Santa Clara, CA.

Dr. Alvin Culaba, a multi-awarded scientist, is an Academician of the National Academy of Science and Technology Philippines (NAST PH) and recognized internationally for his pioneering and significant contribution to the development and applications of Life Cycle Assessment (LCA) methodology in manufacturing and energy systems engineering. He is the focal person on energy at the NAST PHL, which provides advice to the President of the Philippines and the Philippine government. He sits as well in the Presidential Coordinating Council for Research and Development. He is also a Distinguished University Professor and University Fellow at De La Salle University Manila, and currently Director of its Center for Engineering and Sustainable Development Research. Previously, he had served as the Philippine Energy Adviser and member of the Joint Congressional Commission on Science, Technology and Engineering; Presidents of the National Research Council of the Philippines (NRCP), the Philippine-American Academy of Science and Engineering (PAASE) USA, and the Philippine Association for the Advancement of Science and Technology; and, consultant to several government agencies and private companies (e.g., PIDS) on energy and environmental sustainability.
Dr. Culaba holds a Ph.D. in Mechanical Engineering from the University of Portsmouth, United Kingdom as a DOST-ESEP Scholar, and is listed in the Who’s Who in Philippine Engineering.

Rhett Ramos has more than 20 years of experience in semiconductor and high-tech manufacturing, working for companies such as Amkor Technology, Cypress Semiconductor and REMEC Broadband Wireless. After a brief stint setting up the IT delivery capabilities of UnitedHealth Group in the Philippines, he joined Allegro MicroSystems, a manufacturer of sensor and power integrated circuits used for automotive and industrial markets. As Director for Asia IT and Smart Manufacturing, he has transformed the company’s manufacturing capabilities from a traditional, manual-based production facility to a digitally centered organization. Concurrent to his role at Allegro MicroSystems, he chairs the SEIPI Industry 4.0 Technical Working Group to usher Industry 4.0 adoption to its members. He has past experience working with DTI on the Inclusive Innovation Industrial Strategy, having authored with MESA International the Smart Manufacturing Maturity Index (SMMI), a tool used by DTI to measure Smart Manufacturing adoption in the Philippines.

Session 1

Dr. Cielito Habito is currently a professor of Economics at the Ateneo de Manila University. He was also the Director of the Ateneo Center for Economic Research and Development and also served as Board of Directors for various firms and foundations including the Manila Water Company, Metrobank, Philsteel Holdings, Galing Pook Foundation, Maximo T. Kalaw Institute for Sustainable Development, Brain Trust, Inc., Clean Air Initiative Asia, and the Ramos Peace and Development Foundation. He also writes the award-winning weekly column “No Free Lunch” for the Philippine Daily Inquirer. He was the Secretary of Socioeconomic Planning and Director-General of the National Economic and Development Authority (NEDA) during the term of President Fidel V. Ramos, serving the full six-year term in the Ramos Cabinet. He has authored or co-authored numerous books, monographs, journal articles, and papers presented in local and international conferences and seminars, and government policy papers on topics spanning the range of economic policy issues, quantitative economic modeling, and sustainable development Dr. Habito holds a Ph.D. in Economics (1984) from Harvard University. He also holds a Master of Economics (1978) from the University of New England in Australia. He earned his Bachelor of Science in Agriculture, Summa cum Laude (1975, Major in Agricultural Economics) from UPLB.

Dr. Napoleon “Nap” Juanillo is Assistant Secretary for Competitiveness and Innovation of the Department of Trade and Industry (DTI-OACIG). He oversees the programmatic implementation and establishment of the Regional Inclusive Innovation Centers (RIICs), directs the planning, implementation, monitoring, and evaluation of plans, programs, projects, and activities of the Innovation and Collaboration, Startup Development and Creative Industry Groups, and in socializing DTI’s innovation and competitiveness policies, programs and initiatives among the agency’s stakeholders. Asec. Nap was previously the Director IV of the Office of Planning, Research and Knowledge Management of the Commission on Higher Education (CHED). As an entrepreneur, he is the President/CEO of the AccessHealth Hospital, the AccessHealth Catheterization Laboratory and Heart Institute, and the Institutes of Wellness and Disease Prevention, Bicol AccessHealth Centrum; the Founder of The NewFields STEM Schools; and, the Founder/CEO of The Institute for Research, Innovation and Scholarship (The IRIS).
Master of Ceremony

Jo-Dann “JD” N. Darong is the Director III of the Competitiveness and Innovations Group of the Department of Trade and Industry. He started serving the Philippine government as a Project Development Officer at the Department of Education, then as a Project Manager at the Development Academy of the Philippines, and later as Senior Planning Officer at the Insurance Commission. Before working at DTI, JD served as a Supervisor and Economist at the Securities and Exchange Commission. As a government officer, JD represented the Philippines in several bilateral and multilateral trade negotiations for the Association of Southeast Asian Nations, and other WTO-related multilateral trade agreements. He was named one of the Young Environment Envoys by Bayer Germany and the UNEP in 2005 and awarded as one of the 18 Early Career Research Scientists from Asia and the Pacific by the Australian Centre for International Agricultural Research in 2017. He serves as a member of the DOST Fairness Opinion Board and designated as an economic expert and financial consultant for the national government’s technology transfer and commercialization projects. JD has an MA in Economics degree from the Polytechnic University of the Philippines – Manila and is presently a senior doctoral student for a Ph.D. Development Studies at the De La Salle University-Manila, and a Visiting Ph.D. Fellow at the NHH Norwegian School of Economics, BI Norwegian Business School, and the University of Oslo.
