The DTI’s official Position Papers present the Department’s perspectives, views and stand on business, consumer and all trade and industry-related issues arising from proposed Legislative measures/bills and Executive issuances. The support or opposition and/or reservations to specific provisions are consistent with the Department’s mandates, scope of responsibilities, trade and industry policies, issuances/orders/circulars, programs and thrusts.

The Department’s position is supported by internal inputs of DTI Functional Groups as well as consultations, when needed, with key stakeholders, augmented by critical analysis of relevant data, statistics, reports, studies, best practices, official issuances and other instruments, as maybe applicable, to arrive at balanced and evidence-based claims.

The Bureau of Trade and Industrial Policy Research (BTIPR) serves as DTI’s lead unit and clearing-house for the processing of DTI Official Position Papers which undergo  thorough review by concerned Undersecretaries until the final approval of the DTI Secretary and onward submission to Congress.
