The Department of Trade and Industry has identified the following four (4) priority industry clusters in the pursuit of its Science, Technology and Innovation-based Industrial Strategy: Industrial, Manufacturing and Transport (IMT); Technology, Media, and Telecommunications (TMT); Health and Life Sciences (HLS); and Modern Basic Needs Resilient Economy (MBNRE). These clusters cover specific industries, such as Aerospace, Automotive, Chemical, Creative, Electronics, Iron and Steel, and Information Technology – Business Process Management (IT-BPM), among others.

The industrial transformation strategy aims to create more quality and green jobs through research and development, innovation, and digital economy to overcome the impact of the pandemic and set the Philippines back on its economic development path.
